Arcom asks Eutelsat to stop broadcasting three Russian channels

French media and broadcasting regulator Arcom has sent satellite company Eutelsat a formal notice to stop broadcasting three Russian channels, Rossiya 1, Perviy Kanal and NTV, whose coverage of the conflict in Ukraine included “repeated incitement to hatred and violence and numerous shortcomings to the honesty of the information.”
This decision follows a decision by the judge in chambers of the Council of State of December 9, 2022, which asked the authority to re-examine the situation of these three channels in the light of additional elements that occurred during the investigation. It appeared that they were broadcast not only in Russia, but also in the Ukrainian territories annexed by Russia, said Arcom.
“Since, unlike Russia, Ukraine has signed and ratified the European Convention on Transfrontier Television, as has France, Arcom therefore has a legal basis to demand that Eutelsat cease broadcast of these channels,” said the regulator.
Arcom stated it had found that the channels “were broadcast not only in Russia, but also in the Ukrainian territories annexed by Russia.”
The European Union has already banned many Russian government-owned TV channels as part of the sanctions imposed following the war.
