Majority of agencies have defaulted in clearing publications’ dues: INS

The Indian Newspaper Society (INS), in its latest communiqué to all accredited advertising agencies, stated that on going through the MRV- 03/20 reports, it found that while a few agencies have made payments as per the INS guidelines, a very large number of agencies have defaulted in making payments to the publications.

INS vide its circular dated November 9, 2019 had informed all accredited agencies regarding the initiative of INS in moving to digital billing system and digital Voucher Tear Sheets (VTS). INS noted, “In today’s time, as we all know, most transactions are moving towards the digital format and, therefore, it is time that one accepts the same. Thus, all agencies are hereby requested to accept E copy of bills with VTS in digital format, and non-receipt of physical bills and VTS cannot be a reason anymore for non-payment of publication dues.”

The newspaper body further said, “As already informed vide our circular dated June 19, 2020, INS has taken a lenient view until now and not taken action against any agency for the last three months. All agencies are now expected to adhere to INS guidelines and clear the outstanding dues of member publications, failing which necessary action will be initiated.”

Further, all agencies whose bank guarantees have expired or are about to expire and are up for renewal can furnish the same on or before the due date. INS warned that failing to do so, “notice shall be sent to your bankers for encashment of the same without further notice/ correspondence to individual agencies”.
