NTO 2.0: TRAI extends implementation deadline to April 1, 2022

In a respite to broadcasters, TRAI has extended the deadline for enforcing NTO 2.0 to April 1, 2022. The regulator has come up with an implementation plan for migration of subscribers to its new pricing system. The deadline set for the implementation of NTO 2.0 was December 1, 2021.

TRAI decided to extend the deadline after it received representations from industry stakeholders like DPOs, MSOs, DTH operators, and broadcasters. The regulator believes that lack of sufficient time should not stymie the hassle-free implementation of the new pricing regime.

In the latter sent to the stakeholders TRAI said: “In view of the complexities and magnitude of processes involved and keeping in view of the past experiences, it would be prudent that sufficient time should be given for migration of consumers to New Regulatory Framework 2020 to avoid any inconvenience to consumers. Sufficient time for exercising an informed choice is the basic premise of the New Regulatory Framework 2020 which will ensure easy implementation of New Regulatory Framework,” the TRAI said in a letter to the stakeholders.

Broadcasters are required to provide new RIOs (Reference Interconnect Offers) to the regulator before December 31, 2021 while publishing the necessary details such as bouquet offerings and the MRPs. Those who have provided their RIOs as per the new pricing regime can revise their RIOs by December 31. 

The TRAI has asked the broadcasters and DPOs to abide by the provisions of NTO 2.0, as upheld by Bombay High Court. The likes of Viacom18, Sony, Star, and Zee had challenged the NTO 2.0 in different high courts.
