TRAI initiates consultation on broadcasting, cable services tariff

The Telecom Regulatory Authority of India (TRAI) has released a consultation paper addressing several key issues related to the tariff for broadcasting and cable services. The paper aims to gather stakeholder feedback on critical aspects of the regulatory framework to ensure a fair and balanced system for both providers and consumers in the broadcasting sector.

The consultation paper specifically focuses on the following issues:
Ceiling on Network Capacity Fee (NCF): The paper examines the current ceiling on Network Capacity Fee (NCF) and explores the possibility of revisions that can better reflect the evolving dynamics of the broadcasting sector.
Network Capacity Fee for multi-TV homes: TRAI is seeking input on the Network Capacity Fee applicable to multi-TV homes, considering the impact on subscribers with multiple television sets.
Ceiling of 15% on discount on sum of MRP of a-la-carte channels for fixing MRP of bouquets by DPOs: The paper delves into the possibility of imposing a ceiling on the discount applied by Distribution Platform Operators (DPOs) while creating channel bouquets.
Number of SD channels equivalent to One HD channel: TRAI is seeking perspectives on the number of Standard Definition (SD) channels that should be considered equivalent to a single High Definition (HD) channel.
Mandatory FTA News Channels in all packs formed by DPOs: The paper discusses the inclusion of mandatory Free-To-Air (FTA) news channels in all packages created by Distribution Platform Operators.
Level playing field with DD Free Dish: The consultation addresses the potential impact of DD Free Dish and Over-The-Top (OTT) platforms on the broadcasting sector, exploring ways to ensure a level playing field for all stakeholders.
Stakeholders, including broadcasters, Distribution Platform Operators (DPOs), Local Cable Operators (LCOs), and consumer organisations are encouraged to provide their valuable insights and suggestions to TRAI.
This consultation aims to gather insights and perspectives from various stakeholders to further enhance the regulatory framework for the broadcasting and cable services sector.
