TRAI consultation on rating framework for connectivity in buildings

The Telecom Regulatory Authority of India (TRAI) has issued a consultation paper titled 'Regulation on Rating Framework for Digital Connectivity in Buildings or Areas.' Stakeholders are encouraged to submit their comments regarding the matters raised in the consultation paper by November 10, 2023, and any counter-comments, if applicable, by November 24, 2023.

TRAI underscores the increasing significance of digital connectivity in personal, professional, and social life. The rapid expansion of digital services and the manufacturing sector has brought about a transformative impact on various aspects of the world, including the economy, innovation, science, education, health, sustainability, governance, and lifestyle.

TRAI acknowledges the surge in demand for digital connectivity in recent years, particularly during the pandemic. This demand has extended across all user segments, regardless of their location.

TRAI emphasizes its role in overseeing the quality of telecom services nationwide, conducting in-depth studies, and issuing appropriate directives to enhance service quality. Although there have been notable enhancements in the coverage of telecom services in outdoor areas, deficiencies persist in meeting the quality of service expectations of users, especially within residential and commercial buildings.

In an official statement, TRAI highlights the integral role of ensuring high-quality telecommunication services within buildings to protect consumer interests. TRAI has previously taken various policy measures, including the recommendation dated February 20, 2023, regarding the "Rating of Buildings or Areas for Digital Connectivity." These recommendations introduce a framework for building ratings to guarantee a satisfactory digital connectivity experience for consumers through a collaborative and self-sustaining approach.

The release of the Consultation Paper on "Regulation on Rating Framework for Digital Connectivity in Buildings or Areas" is aimed at deliberating on the regulations for implementing a rating framework for buildings and areas to enhance Quality of Service (QoS) inside buildings and provide a seamless consumer experience.

TRAI notes that the paper emphasizes the necessity for a Rating of Buildings or Areas for Digital Connectivity that not only aligns with current consumer expectations but also accommodates future technological advancements or changes in user demands. The consultation paper also outlines the advantages of the rating framework for end-users, service providers, and the overall ecosystem.

The official statement highlights that the consultation paper provides an overview of the 'Rating framework for Digital Connectivity,' drawing from international best practices and existing rating frameworks like GRIHA and Credit Rating in India.
